Town Hall Meetings

The Catalyst Locals met Friday by conference call to address the current Town Hall meetings hosted by Catalyst CEO Kevin Clark . Catalyst made a request for concessions at the Town Hall meetings. The Locals determined that they will proceed by holding membership votes on Sep 30 -2010 to ascertain if there is any desire to send wage delegates to negotiate a new concessionary contract. Our current pattern based agreement expires April 30, 2012 with a wage increase of 3 % slated for May 01, 2011. Our A4 Agreement expires April 30, 2013.

The times on Sept 30 when our vote will be conducted will be determined by Friday ( Sept 17 )

Meanwhile our regular monthly General Membership meeting will be held on Sept 16, 2010 at 7:30PM. That evening we will have discussion and debate on the Catalyst request for concessions.

CEP Western Pulp and Paper Caucus

The CEP Western Region Pulp & Paper Caucus met in Vancouver April 13 & 14th. The support for the Pattern and rules of order were strong. In June 27th 2007 we in Local 686 adopted by a huge majority the "Wage Caucus Rules Of Order for Governing Negotiations". Even to this day the "Rules of Order" are still paramount by the caucus and the will to preserve them must be reinforced.

The last remaining local yet to achieve the pattern is currently negotiating to obtain it. This bargain is proving to be a challenge but the caucus will continue to support Local 1129 until they achieve it.

Our Brothers & Sisters at the Mackenzie Pulp Mill over came many challenges and have obtained an agreement based on the Pattern to restart their Mill. Congratulations and job well done to Local 1092 and to their new employer Mackenzie Pulp. We can all learn from your fine accomplishments.

It is important that we try hold the pattern till 2012. Caucus solidarity will be our strength to secure a future in these times driven by corporate manipulation of the Forest Industry.

Pulp Markets are making a come back and if history proves correct Paper Markets will soon follow suit.

Pulp Markets have rebounded and I expect as history has shown, paper markets/demand will follow.

Private Equity Firms who have a stake in industry including forestry try to use this type of Economic / Market fluctuation to increase their profitability. Economics is a science which is often used by some in a covert manner to make money. They do this by manipulating the existing market, production and labor to their advantage. Unfortunately this grab for profits is always at the expense of the workers and the communities involved.

As the economy rebounds, the assets of corporations will need to resume production for profits to be realized. A rebounding economy is not a lucrative hunting ground for private Equity Firms however it is a favourable environment for communities, labor and Industry.

LTD Premiums and Optional Life Premiums

As of July 01, 2009 the monthly premiums we pay for LTD have doubled. The Insurance Company says that this increase is the result of the cost of claims. I suppose the effects of the current economic downturn on the carrier has something to do with this as well.

Also those members that purchased optional life insurance from this carrier will be paying 15 % more in their monthly premiums. ( Note : this optional life insurance is 100% employee paid)

Cautiously Optimistic As We Move Forward

It has been six weeks since the change of Mill Managers. Since then it has been business as usual. There are some new initiatives coming on stream with the new Mill Leadership. An initiative that stands out is the development of a training plan to achieve our correct level of Pay For Knowledge. Last year many of our senior members retired and our Pay For Knowledge training has been behind ever since.

Other initiatives focus on optimizing our strengths so that as a LWC and TD producer we stay competitive in today's challenging economic environment.

Safety continues to be a top priority with the new Mill Leadership. I am hoping that " Safety Is Our Overriding Priority" holds true with the new administration and exempts Safety from cost cutting.

Local 686 has always encouraged crew safety meetings and the position of Crew Safety Chairperson. These individuals elected on each crew lead by example so that we all may go home safe. The value of a Crew Safety Chairperson having a safety day and coordinating a safety meeting one day month is limitless. The Crew Safety Chairperson being able to do this for his crew without causing his crew to run short is a small price to pay when we know that " Safety Is Our Over Riding Priority".

Brother Bob Vandermolen and I will be attending the CEP British Columbia Provincial Council that will be held in Campbell River on May 29 to May 31, 2009, hosted by CEP Local 1123 & 630.

Local 686 and its continued participation in the Council enables us to stay informed and involved in the important operations of our Union. Some facts about the council :

- There are currently 28 CEP Western Region Locals affiliated with the council representing from all sectors about 8,000 C.E.P members.
- The Council is mandated to “serve as a mechanism to carry forward the programs and information directed from Convention and/or the National Executive Board."
- The Council provides educational programs, National Officer’s, Rank & File Reports, Local Reports, Convention briefings, Candidates forums and more. Seminars and workshops are of common interests for all Locals and are chosen based on input and direction from Council members. Attendance provides opportunities to meet and discuss issues with other locals and/or with Rank & File board members.

Alberni CTMP Expansion

The final milestone of our A4 Start up Agreement has now been achieved. The two 34,000 HP CTMP Refiner Motors are now installed and operating. This 10 million dollar project is now complete. The Motors will ramp up to be soon operating at full capacity. This will increase CTMP production by 30% . This spectacular achievement will help us become a North American Low cost producer of superior grade Telephone Directory and Light Weight Coated papers.

Displayed is the second of the two made for Alberni 34,000 hp. Refiner motors, for our CTMP expansion. These photos were taken just prior to packing and loading on the truck for transport from Ontario to Port Alberni. The CTMP Expansion is the final milestone of our A4 Start-up Agreement. Extensive work was done during this recent curtailment to prepare for the Installation of the two huge motors slated for April 27th, 2009.

CTMP Expansion - Final Milestone

The first of the two CTMP refiner motors have arrived and is currently resting on the #4 Machine Hall floor. The second motor will be soon in transit from Ontario early April.

During the March 20th - 30th curtailment, extensive work is being done in the CTMP plant to prepare for the late April installation of these two motors .

Each motor is minimum rated at 34,000 horsepower and has the ability to run to 37,000 hp with no problem. Its highest running parameter is 41,000 hp.

These motors should easily increase production of the CTMP plant by 30%.

The Installation in April of these two CTMP refiner motors is the final milestone of the Feb 14, 2008 A4 start-up agreement and the $80 per ton cost cutting initiative to make Alberni a North American low cost producer of TD & LWC.

It has been announced that Alberni A4 & A5 will be curtailed from March 20, 2009 to March 30, 2009. Both Paper Machines will go down at 6 PM on the 20Th. Start up is slated for 6 AM on the 30Th.

A4 will have a maintenance day on the March 20th and A5 on March 30th.

There will be maintenance done during this curtailment primarily in the CTMP plant to prepare for the installation of the new refiner motors in late April.

Boom to Bust

Who would think that in such a short time the economy would go from boom to bust. It goes to show that on every sunny day there is a storm cloud on the horizon that might come your way.

Hopefully those in the corporate world that survive this present turmoil will learn from this down turn. I hope they learn that investing some of the profits generated during the good times, in their business and employees will make them more resistant when that rainy storm cloud filled day puts them in harms way again. As the old saying goes "An ounce of prevention is a pound of cure".

Looking at our present situation, I strongly believe, in time that the economy will reverse cycle back to prosperity just as swiftly as it took its recent relentless nose dive. The whole economic cycle process though will cause collateral damage. Those that were already proactively taking action to survive before the bust will likely be the ones that come out seeing the wave crest of this economic cycle. Time will tell.

Meanwhile fasten your seat belts at least for the next six months.

Alberni CTMP Expansion

The final milestone of our our A4 Start-up Agreement is quickly approaching. The first of two newly built CTMP refiner motors are tentatively scheduled to arrive on-site February 23, 2009, soon followed by the second refiner motor on March 23, 2009. The motors are been built and shipped from Peterborough Ontario. These 34,000 HP refiner motors are slated for installation on our four day shut down starting on April 27, 2009. The resulting increased capacity of the CTMP plant will contribute positively to our $80.00 per ton initiative and help achieve our goal of becoming one of North America's safest & lowest cost producers of TD & LWC.

* Grocery Stores - When asked "Plastic or Paper" choose paper. Protest to the Grocery Store Manager if Paper Bags are not available. For ease of transport if needed ask for a cardboard box as well.

* Newspapers - Subscribe to a Newspaper to be delivered to your family home. Make time to relax and read it. The whole family will enjoy this.

* Magazines - Buy magazines that reflect your interests. Sports, Automobiles, Crafts, Outdoors and well as countless other topics. Great way to enjoy your interests.

* Telephone Directory - Every home should have a telephone book. Please use it even if it means that you need to dig out the reading glasses.

* Bills - Have copies of your Bills sent to you by the Postal Service.

* Greeting Cards - Send Christmas, Birthday, etc. etc. by the Postal Service

* Books - Buy books for yourself and as gifts for your loved ones and friends. Reading is an enjoyable pass time.

CEP - Catalyst Agreement Ratification

The CEP Catalyst Locals of 1123, 630, 76, 01, and 1132 voted, resulting in a combined ratification of 92.6 % acceptance of the memorandum of agreement between Catalyst and the CEP. This Agreement is based on the Western Pulp & Paper Industry Wide Pattern. All the above Locals stayed united through the full length of bargaining successfully achieving the Pattern. Congratulations to all the Local Presidents, wage delegates, Mike Fenton, and Bob Hughf for a job well done.

I would like to express our thanks to the Catalyst CEP Caucus for allowing Local 686 the opportunity to participate in this bargain.

Resulting from the recent economic meltdown many companies within Pulp & Paper sectors like other industries will be curtailing production. Our Company will be taking down time over the Christmas period.

The Alberni curtailment duration is as follows

A5 - down Dec 22/08 and starts up Jan 05/09
A4 - down Dec 23/08 and starts up Jan 03/09

CEP Local 686 will meet with the employer next week to discuss manning and pay issues.

November 21 & 22 are the days of action to show our solidarity and our support for CEP Local 175 in their fight against Petro Canada for the Industry Wide Pattern Labour Agreement

Boycott Petro-Canada!

On November 17, 2007, Petro-Canada locked-out 260 workers at its refinery in Montreal, refusing to give them the same contract settlement it has already negotiated in other provinces.

The Canadian Labour Congress, the Quebec Federation of Labour and the Communications, Energy and Paperworkers Union (CEP) have called for a national boycott campaign of Petro-Canada until the company ends the lock-out at the Montreal refinery.

This letter is not of a disciplinary nature but simply a letter outlining the role of the Local 686 "Labor Relief Pool ". Oct 16 Local 686 General Meeting Highlights

Our Union meeting was held on Oct 16 2008 and had an awesome attendance. The Meeting consisted of cordial discussions concerning topics of the day. Our National rep Bob Hughf also attended.

Some of the highlights of the meeting were:

- Motion to separate the President and Safety Officer roles did not have sufficient support so did not pass.

- Motion to discontinue the Activist List ( E List) did not have sufficient support so did not pass.

- Motion to extend the duration of Day Shift President from Nov. 30th 2008 to December 31th, 2008 was supported by the membership and passed by a large majority.

I would like to thank my brothers and sisters for their overwhelming support for my extension as " Day Shift President " to Dec 31th, 2008.

The Industry Wide Pulp and Paper Pattern

The Pulp & Paper Industry Wide Pattern is sweeping the CEP Western Region. Local 10 "B" in the large Domtar Pulp Manufacturing Operation in Kamloops has a tentative agreement to be ratified on Sept 22, 2008. Also Local 539 of Norampac of Calgary ( Corrugated Liner board products) have reached a tentative agreement as well. Local 539 votes on Sept 16 2008.

Contract Ratified in Quesnel

The 250 members of CEP Local 1115 who are employed at the West Fraser Pulp Mill in Quesnel, British Columbia have ratified the four year agreement that constitutes the Pattern for the CEP Western Region Pulp and Paper Industry. The Pattern is now going to West Fraser in Kitimat.

The CEP is 160,000 strong with members coast to coast including 40,000 who are employed in the Pulp & Paper Industry.

July 31, 2008 Powell River - The Western Region Pulp and Paper Sector Pattern Bargain continues as the CEP notifies Catalyst that talks with them will begin Sept. 09/08. The location for these talks have yet to be announced. All the CEP Locals within Catalyst will meet on Sept 08/08 followed by the exchanging of agendas with the Employer on Sept 09,08. The expectation is that the talks will continue from that day on until the Western Region Pulp and Paper Pattern Agreement is achieved.

Bargain Update

Last night the final of the three Canfor Locals voted on the tentative agreement negotiated earlier this month with CPLP and Howe Sound Pulp and Paper. The combined total of the three voting locals was 64% in favour of accepting the new agreement. This agreement is the one that is the basis of a pattern settlement that will now be brought forward to the rest of the industry for implementation.

Some of the highlights of this Agreement are :

- 4 year agreement

- 2 % , 2.5 %, 2.5 %, and 3 % wage increases during the term of the agreement.

- Increased severence for job loss and for Mill closure.

- Pension bridging payable at 60 years of age for those who choose to retire at 55 to 59 years of age.

This agreement was achieved by our brothers and sisters in caucus. This is a fair pattern agreement that both the Employers and the Employees in the Pulp and Paper Industry within western Canada could live with for the next 4 years.

A4 Start-up Agreement

Local 686 Executive and Wage delegates met July 23, 2008 to discuss and clarify the “Me too” clause in our A4 Start-up agreement. The “Me Too” clause reflects the Industry wide pattern that was recently negotiated between Canfor Pulp Limited Partnership and Howe Sound Pulp and Paper Limited Partnership and the CEP Western Region Pulp Caucus. Included in our agreement are improvements only and no downs. Also separate from the Industry wide Pattern Agreement is if any of the Catalyst Locals bargain any improvements to their “Local Issues” then we will get them as well.

That same day following our meeting, your Executive and Wage delegates met with Local 592 and solidified our common understandings of the “Me Too” clause.

Harmac Mill Closure

I had an opportunity to speak to a friend I have not seen in many years. He was a 35 year employee of Harmac. He informed me that due to the bankruptcy proceedings, the powers controlling Harmac's future are withholding all the former Employees Vacation Pay and Contractual Severance. They also informed the Employees that their benefits had stopped 5 days after the fact.

The saying "Employees are a Companies most valuable asset" appears obsolete. The demise of Harmac and how the Employees are being treated ( hourly & salary) clearly shows where the 'Worker" stands in the priorities of big business.

CEP - HSPP Tenative Pattern Agreement

Howe Sound Pulp and Paper ( Port Mellon) on Thursday along with CPLP ( Canfor Prince George last Sunday) have reached tentative agreements. If ratified this will serve as a pattern agreement for 14,000 Pulp and Paper workers in Western Canada including 6,000 in BC.

Both Union and Employers toiled with conviction to achieve this agreement that would be acceptable to both sides. This is a fair agreement which will continue to set the pattern for bargaining across Western Canada including Catalyst Paper Corporation.

Just a reminder that July 28, 2008 is the deadline for sending in Resolutions for the National Convention to be held in Montreal this fall. Please contact me for forms if you are interested in submitting a resolution.

All resolutions to convention are either constitutional or general in nature. Constitutional resolutions if adopted amend the constitution. General resolutions take a stand on current issues, establish policy or programmes of action or direct the National Union to take action on any matter that is not constitutional.

The election of a new committee highlighted the recent CEP Western Region 4th Biennial Women’s Conference in Regina. The conference was held June 01 - 04 2008.

Newly elected to the Western Region women’s

Committee are Deb Wood (Local 686 in B.C.); Kim Conway (Local 707 in Alberta);
Lisa Patallas (Local 1-S in Saskatchewan); and Cindy Turner (Local 900G in Manitoba).
The elected alternates are: Chantel O’Neill (Local 467 in B.C.); Wendy Laughlin (Local
855 in Alberta); Jessy Longpre (Local 649 in Saskatchewan) and Joan Ewonchuk (Local
191 in Manitoba).

On behalf of Local 686 I would like to congratulate Sister Deb on her Election as the Western Region Women's Committee Representative for British Columbia. I am certain Sisters Deb's contributions to the Western Region Women's Committee will be extremely valuable.

Day Shift President

On June 19/08 the membership of Local 686 approved the concept of a Day Shift President. I will follow this directive from the Local, assume my Day Shift position, out of the Line-up and on a temporary basis starting June 30/08 to Nov. 30/08. During this time I will be replaced on my crew. I would like to thank the membership for their direction on this matter.

Also the membership approved a change to our Senior Transfer Policy. Once you submit a Senior Transfer its length of validity will change from 6 months to an indefinite period of time or until it is withdrawn or concluded.

Share Purchase Plan

I had a short meeting today with Vern Philips followed by a tour of the Paper Machines. I learnt that the Catalyst Share Purchase Plan will be released soon. The plan is that Catalyst contributes 25 cents for every $1.00 of employee contribution. The Catalyst total contribution will be paid once a year at the end of December.

I would like to thank "A crew" for their warm welcome and candid polite dialogue during Verns tour. The cleanliness and stable running of the Machines was once again quite evident and showed our commitment to become the best at what we do.

Catalyst Board Of Directors Visit

The Catalyst Board of Directors visited our Mill June 10, 2008. The board commented on the cleanliness of the Paper Machines and the expertise exhibited by the operating crews. The goal of Alberni becoming one of the North American lowest cost producers of LWC and TD is a target shared by all. The Board conveyed a message of thank-you to Local 686 for the cordial welcome and polite dialogue expressed by the PM Operators during their tour of A4 and A5.
